The Clyde Road Upgrade in Berwick is a flagship component of Victoria’s Big Build, aimed at easing congestion, improving traffic flow, and boosting safety for more than 30,000 daily road users. This critical infrastructure project involves widening Clyde Road between Enterprise Avenue and Bemersyde Drive, upgrading intersections at Kangan Drive and the Princes Freeway, and expanding the existing bridge over the freeway from six to ten lanes.

As the appointed traffic management contractor, KPI Construction Services plays a pivotal role in ensuring the safe, efficient, and compliant delivery of works within complex, high-volume traffic environments.

Why the Clyde Road Upgrade is Critical for Berwick

Addressing Bottlenecks and Travel Delays

Clyde Road is a major north-south arterial in Melbourne’s southeast, linking residential, commercial, and health precincts. Peak-hour congestion had become a daily challenge for commuters, freight operators, and emergency services.

Enhancing Road Safety for All Users

By expanding lanes, upgrading intersections, and improving traffic signal coordination, the project reduces crash risk and increases reliability for motorists, cyclists, and pedestrians.


KPI Construction Services’ Traffic Management Role

Drafting and Implementing Comprehensive Traffic Management Plans

KPI’s team developed detailed Traffic Management Plans (TMPs) tailored for the unique challenges of this project. These plans incorporated Traffic Impact Assessments (TIAs) to evaluate potential disruptions, Swept Path Analyses to ensure safe vehicle movements through constrained work zones, and Traffic Guidance & Staging Plans to sequence construction activities while maintaining operational efficiency.

Our planning also included Risk & Hazard Assessments to proactively identify and mitigate potential dangers, supported by our dedicated Safety & Compliance Team, which conducted regular impact reviews and compliance audits to ensure the highest safety and legislative standards were upheld throughout the project.

Freeway Corridor and On/Off Ramp Strategies

Traffic control measures ensured safe merging, lane closures, and vehicle redirection without causing significant slowdowns on the Princes Freeway.

Arterial Road Traffic Control

Signal adjustments, temporary lane markings, and controlled detours kept Clyde Road operating effectively during active works.

High-Risk Category 3 Traffic Management

KPI implemented Category 3 traffic control, the highest risk classification under Victorian standards, ensuring compliance in high-speed, high-volume environments.

Managing Long-Term Ramp Closures and Detours

Strategic closures and diversions were phased to minimise disruption, supported by clear advance signage and proactive public communication.

Pedestrian and Active Transport Safety Measures

Safe walking routes, temporary crossings, and separated barriers ensured continued access for local residents, school communities, and active transport users.


Operating in Complex, High-Volume Traffic Environments

Minimising Disruption to Hospitals, Schools, and Businesses

Given Berwick’s Casey Hospital, local schools, and business hubs, KPI prioritised emergency access and maintained predictable traffic patterns during peak community hours.

All TMPs included priority emergency vehicle access, ensuring that health and safety services were never compromised.
